STRUCTURES TO BE BUILT

2.1 Housing facilities

New housing will be provided, including both new "Homestead" type unit, and "Core" housing at
growth points, etc. Where applicable, re-furbishment of existing housing units (such as above) will
also be undertaken. Thus, housing for the following end users would have to be provided:

. A1 Re-settlement Housing - costs recoverable from beneficiaries

. A2 Re-settlement Housing - costs recoverable from beneficiaries

. Housing for Civil Servants - costs recoverable by way of rentals

. Housing for Traditional Leaders - costs not recoverable

. (i.e. "donation" as befitting beneficiary's status in the community)

. Housing for Development Leaders - costs recoverable from beneficiaries

. Housing at the ievel of the Business Centre - costs recoverable from beneficiaries

. Housing at the level of the Rural Business Centre - costs recoverable from beneficiaries

. Housing at the level of Growth Point - costs recoverable from beneficiaries

2.2 Educational facilities

Schools, creches and resource centres (as described beiow) will be provided at a density where no pupil will have to walk more than 5km to attend classes. The number and size of each school, etc. will be determined by consultation with the end users, and designed in such a way that additional classrooms can be added without disruption to the existing structures.

. Typical schools comprising the required number of classrooms as determined by the "catchment" number of pupils in the adjacent area (i.e. village level upwards) will be constructed. Such a facility would include office accommodation for administration of the school, storerooms, kitchen, suitable protected toilet blocks, and staff housing as described above (if necessary).

. Creches, comprising ciassroom(s), office accommodation, kitchen, storerooms, toilets, etc. will be provided as determined by the potential attendance. These too will be provided at village level upwards.

. Resource Centres, comprising classroom, store room, office and toilets, will be constructed. These centres will be less numerous, and provided at convenient community centre levels and above.

2.3 Health facilities

Existing health-care facilities in the rural areas are inadequate, and it is intended to provide new facilities in areas where a need is identified. Where existing facilities are found, such facilities will be refurbished, upgraded and expanded as necessary. Facilities to be provided include:

. Communal area clinics at rural Service Centre level with protected toilets and water supply. Building to be erected include Clinic Building comprising examination rooms, doctors rest room, dispensary and waiting area, protected toilets and water supply, and housing as required by the staff.

. Village level dispensary facility operated by a nurse aide. Buildings to be erected include Dispensary building (drug store and waiting area), protected toilets, and nurse aide's house.

. Nurse's accommodation as required, based on the housing types elsewhere described, will be provided.

2.4 Commercial facilities

The facilities outlined below, will be provided at Service Centre level and above. The size and number of buildings will be determined by the need ascertained by consultation with the relevant authorities on the ground. Siting of these facilities will be done in such a way that the complexes created can be easily enlarged by addition of extra buildings, should such a need be identified.

. Micro-shopping centres (max 5 "Sine" shops). Each shop will be self-contained, and provide a selling area, and a separate storeroom or office. Verandahs will also be provided. The shops would be suitable for satellite Post Offices, and small Banking Halls. Adequate protected toilets will be erected,

. Market stalls providing a simple roofed area will be open to the customer. Storage under fixed counters will be provided. Siting of these units will enable users to access toilet facilities erected for other facilities such as the line-shops" described above.

. Micro-factory shells will be erected, comprising an enclosed work area, with suitable storage or office accommodation.

. Grinding mills

2.5 Community facilities

Where existing facilities are found, such building will be refurbished and extended as necessary. In areas where such facilities are non existent, new building will be erected to cater for the identified needs of the relevant communities from Rural Service Centre level upwards.

. Community Hail and ward office. Hail is to De designed for multi-purpose use. ana include assembly area, storerooms and adequate toilet facilities. Combined with this will be the provision of a ward office to cater for the needs of the community.

. Polling Station. Where necessary, a separate building comprising a hail with verandah, wiil be erected. The building wiil be sitec to enable use of toilet facilities constructed for other community buiidings.

. Police posts and police stations. Minimum provision to be a charge office with a single office, together with holding room anc adequate toilets. Housing for personnel tc be provided as necessary, and based en the types describee eisewnere. Larger Fo:ice pests can oe provided if the size of the community served warrants a bigger facility.

2.6 Sports facilities

Where existing facilities are tc be found, but have faiien into a state of neglect, priority wiil be given
to refurbishment and upgrading of the facilities. Where no such facilities are found, prevision of die
following types of buildings wiil be considered. Where possible, the multi-purpose hail describee
under 2.5 above, wiil double as a venue for indoor sports. . . .:

. Indoor sports hall

. Change rooms including ablutions

. General upgracing and reinstatement of existing facilities such as playing fieids. swimming pools, etc.

2.7 Tourism facilities

Information centre with suitable tciiet facilities. The neec for housing would be ascertained
depending on the remoteness of the site, and the availability of existing suitable accommodation in
adjacent villages, etc. . .

2.8 Transport facilities

. Bus-stops adjacent to villages comprising a simple roofed structure, closed on 3 sides, will be erected to provide shelter.

. At villages, and rural service centre level (and above) larger structures, i.e. to accommodate larger numbers, wiil be erected on the same principle as above. Such toilet facilities as may be required, will be provided by the toilet facilities provided for community buiidings.

It should be noted that certain facilities outlined above couid be multi-purpose, such as a community hail that doubles as an indoor sports facility. Depending on the person employed, the nurse's accommodation could be in either a "core" house, homestead, or in hostel type accommodation.
