Social Amenities Policy

To promote and facilitate communal and resettlement development through the provision of adequate transport, health, sport, recreation, cultural and other amenities at household, village, ward, rural business centre and growth points.

Social Amenities Development Fund

To achieve the foregoing social amenities policy, the Ministry has established a Rural Social Amenities Development Fund, whose purpose is:

"To meet the capital cost of developing social amenities infrastructure in communal and resettlement areas through the granting of loans to eligible applicants; advance loans to individuals and companies or associations for the purpose of developing infrastructure such as:

- business premises,

- individually run irrigation systems

- Factory shells

- Dispensaries

- Water reticulation

- Mini shopping malls and other social amenities.

. Research into appropriate material and structures that are low cost, durable and readily available has to be continuously carried out.

 

Social Amenities Programme


-Sport and Recreation Facilities (Communal, A1 & A2)

-These facilities are either non-existing or in a dilapidated state in both communal and resettlement areas. The Ministry, in collaboration with line Ministries, will provide soccer, netball pitches, volleyball, tennis courts, swimming pools and basketball courts etc.

Transport (Communal 5 A1 & A2

To liase with operators and other line Ministries in the provision of reliable, safe, efficient, and comfortable passenger transport services.

To ensure local transport and accessibility needs of rural people are met

-access to facilities such as market centres, clinics, water, sources, grinding mills and schools to be enhanced.

Community Centres at Ward level


The Ministry will provide the following in conjunction with line ministries:

-dispensaries

-postal services

-banking services

-clinics

-industrial shells

-waste disposal facilities

- roads

-vendor marts

Rural Business Centre and Growth Points

The Ministry will provide the line ministries:

postal services

banking services

clinics

industrial shells

waste disposal

roads

cemetery

Health Care Facilities

Ministry will work closely with line ministries RDCs and other stakeholders to ensure that village dispensaries,clinics, health centres, referral centres and

district hospitals are:

-well located

- accessible

- secured

The Ministry will further ensure that each homestead has a rubbish pit, blair toilet and clean water in order to enhance environmental health and welfare.

 

Provision of Educational Facilities (Communal, A1 & A2)

The focus will be on improving the quality of educational infrastructure in Al & A2 communal areas by:

Constructing and renovating teachers' houses, classroom blocks and other facilities

Electrifying classrooms and teachers' houses

Promoting computer literacy and Informative Communication Technology (ICT).

 

Water and Ecological Management (Communal, A1 & A2)

To compliment communities in the management of water and ecological resources (flora and fauna) by encouraging:

Woodlots and tree planting programmes

Forestry conservation

Prevention of soil erosion, siltation etc.

Prevention of veld asid forest fires.

Provision of clean drinking

Tourism and Cultural Facilities (Communal, A1 & A2)

Compliment communities in the preservation of identified sites of historical and cultural importance.

Rural Energy Provision

(Communal, A1 & A2)

Enhance Rural Electrification Programme and other power generation technologies in communal and resettlement areas e.g.

•  wind power

•  solar power

•  biomass

Promote wood savings technologies such as "tsotso" stove

Community Radio, Telephone and Mobile networks

(Communal, A1 & A2)

To liaise with relevant authorities and stakeholders on how community radio can be incorporated for marketing, information and disaster prevention and management.
