IMPLEMENTATION

Areas requiring new or renovated facilities will have to be identified (by whom?) and a schedule of existing and additional accommodation compiled. The survey must clearly indicate those existing structures that can be refurbished or extended, and those structures that must be demolished and replaced. It is essential that the decision regarding refurbishment makes allowance for the expected "life" of the structure so treated to ascertain it's "life-expectancy" and the feasibility of refurbishment as a long-term solution.

A range of standard designs are to be provided which would constitute the basic norm. Designs have to be adaptable to different site criteria and user requirements (e.g. sloping sites where change in level between 1 area and another may be required such as between classrooms in a block). Building designs must be flexible and allow for future extensions.
