HUMAN RESOURCES DEPARTMENT
The Department affectionately called the Employer, possibly due to the fact that this is the Ministry's entry point for most members. You get to Kaguvi Building and the first office that you are directed to is HR (Human Resources) and we take you around and show you the ropes, the who is who in the Ministry and you immediately identify with the superiors and juniors by way of our introductions to them. "Welcome, glad to have you join us, hope you have a wonderfully stay", are just a few of the comments or sayings that you hear on the first couple of days of joining the Ministry. The Department is the heart of the Ministry it is responsible for putting together a team that is expected to deliver the Ministry's objectives and goals. In consultation with the Public Service Commission the Department recruits members of staff initially by way of lateral transfers and finally from outside Public Service departments and Ministries. Beyond recruitment the department is responsible for Training needs of members of staff in various disciplines that in include: Induction all grades Advice on conditions of service Public Service circulars and regulations On the job training for the various departments within the Ministry Need a break from work, the Department will process the following for you: Vacation leave Annual leave Special leave Manpower development leave (we encourage informed members of staff) Maternity leave (we appreciate the service to the nation) Processing appointments, advancements, regradings, transfers, promotions and terminations. Facilitating of financial assistance for training Arranging for disciplinary hearings and finalizations Calculating salary and allowance budget for the Ministry. Collecting pay-sheets, distribution and acquittal thereof Arranging training of staff for staff members with the Public Service Training Institutions and other training organizations. Arranging for the payment of funeral assistance to beneficiaries of the deceased members Facilitate the payment of acting responsibility and other allowances to eligible staff members. Collection, custody and dispatch of salary cheques Handling staff queries. Maintaining the detailed establishment. |
